On November 25, Fengtai District held a symposium on the development of the collective economy. The purpose of the meeting was to hear about the economic development of collective economic organizations, the highlights of the work of relevant units, and development ideas. WANG Shaofeng, secretary of the District Party Committee, presided over the meeting. 

The meeting highlighted the importance of aligning our actions with the principles of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We also discussed the value of studying and understanding General Secretary Xi Jinping’s recent speech in depth. It is imperative that we fully embrace the tenets espoused in the 20^th National Congress of the Communist Party of China and the Third Plenary Session of the 20^th Central Committee of the Communist Party of China. Furthermore, we must utilize General Secretary Xi Jinping’s pivotal insights on agricultural, rural, and farmer-related matters, along with his series of pivotal speeches in Beijing, as a compass for research endeavors and problem solving. It is essential to integrate advantageous resources in the capital and learn from past valuable experiences in order to develop and strengthen the collective economy.

The meeting highlighted the importance of addressing the issues identified by the municipal inspection team and ensuring that the rectification process was effective. We will utilize the findings of the municipal inspection team as a basis for improvement, draw insights from one case to another, conduct a comprehensive investigation, and rectify obstacles, confusion, and historical challenges in development. The relevant authorities should systematically identify common issues and explore a path of sustainable high-quality development to pave the way for future growth.

The meeting highlighted the necessity to proactively pursue a breakthrough and investigate alternative avenues for the advancement of the collective economy. We will advocate for the resolution of matters pertaining to enterprise transformation, employee placement, and associated safeguards following the demolition of illegal buildings. We will capitalize on the present opportunity to effectively activate and optimize the utilization of underperforming idle resources. We will construct distinctive industrial parks and premium commercial buildings to spearhead the integrated growth of the industry chain. We will establish cutting-edge industrial clusters and transform into contemporary business and tech-service enterprises. We will enhance the productivity of all factors, enhance the analytical capabilities of enterprises, and optimize the utilization of real estate and land resources to augment revenue. We will encourage employees to innovate and enhance efficiency to reduce operating costs. We will increase investment in scientific and technological research and development and build a portfolio of patents to launch innovative products. We will expand our support for collective economic organizations and the local community and contribute to public welfare to address shortcomings in public services. We will attract and retain top talent, develop a talent pipeline, and actively recruit external expertise. We will proactively seek out and hire professional managers with the goal of transforming the way collective assets are managed, moving from a “managed” approach to a “professionally operated” one. We will enhance assessment incentives to encourage innovation, vitality, and responsibility among collective economic organizations, promoting healthy and sustainable development. We will leverage the leading role of high-quality enterprises and allocate limited resources to high-performing teams to maximize their leading role. We will strengthen collaboration and cooperation among rural collective economic organizations in the region to shape regional brands and teams with a synergistic effect.

The meeting highlighted the importance of systematic planning and situation-based decision-making across all relevant departments, with a focus on long-term planning spanning three to five years. It is essential that all relevant authorities work together to coordinate policy resources in the region and explore more effective support measures in depth to promote the development and growth of collective economic organizations and the continuous progress of rural industries. To achieve this, we should adopt measures tailored to local conditions and villages, highlight regional characteristics and key development directions to ensure the effective promotion of the high-quality development of local primary-level economic organizations in different fields and stages.
