All sub-district offices and town halls, all commissions, offices and bureaus of the district government, as well as all institutions under the district:

To deepen reform, optimize the business environment, cultivate new productive forces, and implement the relevant work arrangements of the Beijing Municipal Committee of the Communist Party of China and the municipal government on optimizing the business environment, the District Development and Reform Commission, the District Government Affairs and Data Bureau, the District Administration for Market Regulation, the District Bureau of Talent Work, the District Bureau of Science, Technology and Informatization, the District Bureau of Commerce, the District Investment Promotion Service Center, the District Federation of Industry and Commerce and other departments jointly formulated the “Measures of Fengtai District on Further Deepening Reform, Optimizing the Business Environment and Promoting Cooperative Development”. This document has been submitted to the 12th Meeting of the Finance and Economics Committee of the District Committee and the 101st Executive Meeting of the District Government for consideration, and has been passed. It is now issued for immediate implementation.

Measures of Fengtai District on Further Deepening Reform, Optimizing the Business Environment and Promoting Cooperative Development

(12 Measures for Business Environment)

These measures have been formulated to deepen reform, optimize the business environment, cultivate new productive forces, implement the relevant work arrangements of the Beijing Municipal Committee of the Communist Party of China and the People's Government of Beijing Municipality on optimizing the business environment, thoroughly promote “catch-up, cooperation and development” and comprehensively improve the accuracy of corporate services, the vitality of the industrial ecosystem and the maturity of the business environment.

1. Create a “Favorable Service” business environment

The requirements of Beijing's “service package” mechanism shall be implemented, and key enterprises in urban areas, partner enterprises, enterprises above designated size, specialized and sophisticated, small and medium-sized enterprises, platform enterprises and innovative enterprises shall be included in the scope of services. A dedicated service team shall be established to provide exclusive services to enterprises by assigning them a “one-to-one” service manager. A closed-loop management process shall be implemented for the entire process of handling requests, with real-time responses and efficient resolution. A two-way communication mechanism shall be established to provide enterprises with a manager contact card, a policy and standard package, a customized service package, an achievement incentive package, a list of enterprise needs, a list of investment projects, a list of cooperation directions, and a list of opinions and suggestions. 2. Provide full-process agency services for key projects

A full-process agency mechanism shall be established for major projects and key matters in the fields of supporting economic development, promoting technological innovation, serving and ensuring people's livelihood, and improving urban functions. It shall be organized and dispatched by the service task force and implemented by the service managers. The mechanism shall provide full-process services for enterprises in such links as contract signing and implementation, commencement and completion of construction, operation and production, and changes in matters, so as to achieve zero distance in enterprise services and high efficiency in government services. The agency practices of intermediary agencies shall be standardized to maintain the market order of intermediary services. 3. Create a customer-friendly market environment

Graded law enforcement will be vigorously promoted, with emphasis on prevention, discretion in punishment, and severe punishment for serious violations. Integrated and comprehensive supervision will be fully implemented, with the promotion of “scanning inspection” to increase the proportion of off-site inspections. High-quality business entities with low risk and good credit will be included in the list of “Exempt from Routine Inspections” enterprises, and in principle, no on-site inspections will be initiated. The “application-free” credit repair for minor violations by business entities shall be implemented. Special actions will be carried out to clear accounts owed by enterprises in arrears and promote the healthy development of small and medium-sized enterprises. 4. Promote systematic opening-up of scenarios

Enterprises will be provided with opportunities for trial use of new technologies and products, and a number of landmark application scenarios will be opened up in the fields of government governance, urban-rural construction, and people's livelihood. Through the “Meeting Fengtai, Gathering in Beijing” platform for innovations, enterprises will be supported in releasing innovative products, cutting-edge technologies, and achievements. Enterprises will be provided with a window and platform for demand alignment, investment and financing, and exchanges and cooperation. A list of opportunities for urban scenarios, a list of supplies, and a list of partner capabilities will be regularly collected and released. New technologies, new products, and new solutions will be promoted and applied through the model of “ordering by enterprises and fulfillment by the government” (District Science, Technology and Informatization Bureau, Fengtai Park Management Committee, Lize Business District Management Committee, South Central Axis District Management Committee, District Emergency Management Bureau, District Water Resources Bureau, District Landscaping and Greening Bureau, District Urban Management Committee, District Housing and Urban-Rural Development Committee, District Media Center)

5. Build an industrial cooperation platform

Enterprises are encouraged to initiate the establishment of industry organizations and innovation platforms, and take the lead in organizing platform chain exchange activities. Enterprises are regularly organized to carry out activities such as supply and demand alignment, experience sharing, and interactive exchanges, to build bridges and ties for upstream and downstream cooperation in the industrial chain. Supply chain enterprises are united to jointly establish the “Fengtai Service Platform for Collaborative Innovation and Development of Supply Chains”, to provide full-process services for supply chain enterprises in setting up procurement, distribution, and settlement centers. Industrial parks (buildings) are supported to build characteristic industrial clusters, and create the “Fengtai Service Platform for Aligning Spatial Resources” to efficiently match the space needs of enterprises. 6. Service for peace of mind of entrepreneurs

Full-cycle public services will be provided for entrepreneurial talents in the “service package” enterprises. High-level entrepreneurial talents will be provided with services such as workstations, legal advice, financial outsourcing, and human resources management required in the initial stage of entrepreneurship, so as to jointly build an entrepreneurial community. Talent apartments will be provided for eligible outstanding youths during their job search and internship. A high-level “International Talent Harbor” will be built to provide work-life transition services for teams of overseas high-level talents returning to (or coming to) China, so as to help the talent teams integrate into the development environment with peace of mind. 7. Enhance financial support to the real economy

Various industrial funds will be guided to jointly build an industrial ecology. The comprehensive financing costs of small and micro enterprises will be reduced by relying on government financing guarantee institutions. A “green channel” for financing guarantees will be opened up for specialized, innovative and national high-tech enterprises. Enterprises will be provided with “one-stop” services such as first loan renewal, listing guidance, insurance protection, equity financing, supply chain financing, intellectual property financing and credit enhancement by guarantee in collaboration with financial institutions. 8. Promote the opening up of public data and the monetization of corporate data

The catalog and plan for opening public data will be compiled. Public data opening services in the fields of finance, taxation, social security, and enterprise services will be provided free of charge upon application by enterprises. The establishment of a benign data exchange mechanism between the government and enterprises will be explored. Enterprises will be assisted in registering, entering and pledging their data assets to reduce the cost of capitalizing their data assets. 9. Help enterprises go global and bring in investment

Enterprises are encouraged to go global. Training camps for enterprises going global will be organized to explore the establishment of overseas offshore service bases and innovation and entrepreneurship platforms to facilitate enterprises going global. Enterprises will be helped to obtain preferential facilitation in customs clearance. By relying on the Beijing Demonstration Base for Authorized Economic Operators (AEO) (Fengtai), customized and systematic AEO certification guidance will be provided for import and export enterprises. The cross-regional mutual recognition of qualification certificates of foreign-invested entities will be promoted to provide facilitation services for newly established foreign-invested entities. 10. Establish a service platform for technological innovation

The guiding role of the Beijing Natural Science Foundation and the Fengtai Joint Innovation Fund will be leveraged to promote the joint establishment of innovation consortia by technology enterprises, universities and institutes, and research hospitals. Professional institutions will be encouraged to establish industrial proof-of-concept centers and platforms for common technologies. Support will be given to hard-tech enterprises in terms of their research and development, transformation, and space needs. Patent pre-examination services will be provided to enterprises in key areas to improve the efficiency of patent examination. 11. Smooth channels of communication between the government and enterprises

Each service manager will establish a mechanism for consulting entrepreneurs, regularly sort and summarize their opinions and suggestions, and fully listen to and adopt them. Research and studies will be conducted on issues commonly reported by enterprises to formulate solutions. During the stages of deliberation, drafting, implementation and revision of enterprise-related policies, the opinions of enterprises, chambers of commerce and industry associations will be actively, extensively and fully solicited in the “full cycle” for legal review. 12. Encourage enterprises to fulfill their social responsibilities

The advantages of the Beijing ESG ecological pilot area will be leveraged to provide enterprises with services such as public welfare training, policy advocacy, and rating consultation. Enterprises will be assisted in carrying out public welfare activities such as rural revitalization, targeted support, environmental protection, and charitable fundraising. Enterprises will be supported in jointly participating in community governance and public services to jointly build a civilized and happy city for all. The measures shall be implemented as of the date of issuance. The Fengtai District Development and Reform Commission holds interpretive authority and shall make periodic adjustments in accordance with national and municipal policies.
