Fengtai has unveiled a new push to drive high-quality development through scenario-based innovation. The district's Party Committee approved the Implementation Opinions on Accelerating District-Wide Scenario-Based Development to Empower High-Quality Growth at its plenary session on Wednesday. The plan aims to leverage scenario construction as a catalyst for a comprehensive upgrade of the city's image, quality, and overall competitiveness, positioning Fengtai as a dynamic hub where businesses and residents are drawn to come, choose to stay, and thrive.

At its core, "district-wide scenario-based development" transforms the entire district into an open innovation lab. It serves as a living testbed where urban resources are repackaged as opportunity sites, allowing cutting-edge solutions to be piloted, refined, and validated in real-world settings.

To realize its district-wide scenario vision, Fengtai has set quantifiable annual targets across four strategic pillars: district-wide openness, district-wide co-creation, district-wide connectivity, and district-wide growth. By the end of this year, the district will jointly release three coordinated lists — a scenario opportunity list, a capability list, and a case study list — alongside 10 typical scenario cases, with initial construction underway on a number of major scenarios. By the end of 2027, Fengtai will have hosted more than 50 scenario-matching and promotion events, published over 50 typical scenario cases, and built a number of specialized scenario parks and districts. By the end of 2028, the district aims to establish three or more landmark application scenarios at the national level and over 20 demonstration scenarios at the municipal level, facilitate the deployment of more than 100 new technologies and products in real-world scenarios, and position itself as a capability-enabling district for scenario-driven innovation.

How can district-wide scenario development be effectively coordinated, market-oriented, professionally supported, and closed-loop in implementation? Fengtai plans to establish a scenario innovation expert advisory committee, bringing together experts from technology, industry, investment, and legal fields to identify and surface innovative scenarios; set up a scenario construction office to coordinate and advance scenario innovation and development across key sectors and industries; and launch a scenario innovation service company to handle the practical work of matching supply with demand for scenarios, demonstrating and promoting innovative products, and facilitating the translation of scientific and technological achievements into real-world scenario applications.

"We will establish 'Chief Scenario Officers' in each district commission, bureau, park, sub-district, and town, tasking them with leading the identification of scenario demands, opportunity mapping, and project advancement within their respective sectors, regions, and domains, while also cultivating a cohort of 'Scenario Managers' and encouraging the development of intermediary services for scenario innovation application and promotion," said an official of Fengtai district.The district plans to leverage these scenarios to achieve three main objectives: empowering investment promotion by shifting from "policy-based concessions" to "opportunity-based enablement" through accessible market spaces and verifiable commercial scenarios; optimizing urban governance by opening city operation interfaces to new technologies and rolling out pilot applications like autonomous driving, virtual power plants, and digital twins to enhance precision and intelligence; and improving public services by deploying scenario tasks in education, healthcare, elderly care, and employment to tangibly boost residents' sense of gain and satisfaction.

To build a nationally recognized innovation brand, Fengtai will launch the "Fengtai Scenario Action." This initiative includes a creative competition, a collaborative design workshop, and a youth makers' camp to cluster innovators. The district will also host regular roadshows, product debuts, and business matchmaking events. Furthermore, a "Scenario Experience Specialist" program will recruit residents, businesses, and industry practitioners to test and evaluate new scenarios. Alongside a dedicated livestream channel for experience sharing and science popularization, these efforts aim to foster widespread public participation and ensure the community shares in the benefits of scenario-driven innovation.
