On December 27, the 9th plenary session of the 13th Beijing Fengtai District Committee of the Communist Party of China (CPC) was held. The session adopted the "Opinions of the Beijing Fengtai District Committee of the Communist Party of China on Accelerating the Construction of Key Functional Areas and Promoting the High-Quality Development of the Integration of Industry and City" (hereinafter referred to as the "Opinions"). Fengtai District will adhere to a people-oriented approach, accelerate the construction of key functional areas, and promote the integration of industry and city by focusing on creating "eight major eco-systems for the integration of industry and city," continuously creating "five major environments," and continuously strengthening "four major functions," etc., to create a Fengtai model for the development of the capital and inject Fengtai momentum.

Creating Eight Industrial-Urban Ecosystems to Promote a New Era of Industrial-Urban Integration

The "Opinions" highlights a “multi-center, cluster-based” development policy, which involves the establishment of eight major industrial-urban integration ecosystems, centered on four key functional areas and four functional clusters. These efforts will form a spatial layout designed to integrate district functions, enhance connectivity with surrounding functions, and facilitate the integration of regional functions.

According to the content of the “Opinions”, Fengtai will strengthen the leading and driving role of the four key functional areas: the Southern Central Axis Area, the Xishan Yongding River cultural essence area, the Lize CBD, and the Zhongguancun Fengtai Science Park. Fengtai will enhance the development of new kinetic energy in the four functional clusters: the Hexi Ecological Science and Technology Cluster, the International Business Hub Cluster at Beijing Fengtai Railway Station, the Wulidian Livable and Workable New Heights Cluster, and the Xinfadi High-Quality Life Support Cluster. Fengtai will accelerate the construction of a multi-level, interlinked industrial-urban development and integration system, led by key functional areas, driven by functional clusters, coordinated by neighborhood clusters, and supported by commercial buildings. At the macro level, Fengtai will strengthen the planning of the spatial layout of key functional areas and functional clusters, promote the strengthening, supplementing and extension of the industrial chain, and accelerate the implementation of industrial clusters. At the meso level, it will promote the linkage between enterprises and neighborhoods, and encourage towns and townships to coordinate the development of community (village) resources. Fengtai will establish various neighborhood groups, including industrial, residential, living, public service, and others, tailored to local conditions. These groups will collaborate to achieve functional complementarity, division of labor, and collaboration, resulting in differentiated development with key functional areas. At the micro level, Fengtai will stimulate the economic vitality of buildings and plan the layout of several "small but exquisite and beautiful" characteristic industrial parks and entrepreneurial communities. This approach will lead to a new paradigm of integrated development, where industry and urban functions are seamlessly interwoven, and population and industrial agglomeration are harmoniously coordinated.

Creating the 'Five Environments' to Pioneer Modern Governance Models for a Mega City

Fengtai District is actively exploring new pathways for modernizing the governance of a mega city. The plenary session outlined key tasks for creating favorable environments from five dimensions, industry, living, ecology, culture, and safety, to support high-quality development.

In terms of the industrial environment, Fengtai will upgrade the development level of leading industries, build a comprehensive industrial service system, and create an active industrial innovation ecology.

For the living environment, Fengtai will improve commuting efficiency, strengthen supporting services, optimize talent services, and improve the quality of the city. On environmental sustainability, Fengtai will adhere to green, circular, and low-carbon development, establish a garden city market scene, and develop a green urban landscape corridor. Regarding cultural integration, Fengtai will promote the integration of culture, commerce, tourism, and sports, build a city brand, and create a civilized urban area. In terms of safety, we will focus on improving the construction and operation of smart cities, comprehensively promoting resilient and safe cities, and systematically promoting the construction of sponge cities. These concrete measures for creating the five favorable environments vividly depict an exciting blueprint for Fengtai’s future development.

Enhancing the 'Four Key Functions' to Drive High-Level Urban Development

The plenary session also announced another key priority for Fengtai District in 2025: strengthening functions.

“The objective of this initiative is to align the district's functional positioning with the strategic vision of Fengtai District as the “front yard of the capital, gateway to the city, cultural living room, and ecological barrier”. The initiative involves a concerted effort to expand, refine, and fortify existing functions to enhance its effectiveness in supporting the capital's operations, improving urban services, and bolstering organizational capabilities,” explained the relevant official from Fengtai District.

Fengtai District will continue to strengthen the two core functions of the South Central Axis area: culture and international exchange. Fengtai will rely on the construction of major national cultural facilities, characteristic parks such as the South Central Axis International Culture and Technology Park, and the construction of the biodiversity demonstration area in the Nanyuan Forest Wetland Park, as well as the linkage with the Wenzhongsi urban complex, to stimulate the development momentum of the South Central Axis area. Fengtai will promote the coordinated development of the cultural essence area of the Xishan Yongding River and deepen the linkage development of the "two parks and one river”. The district will host premium events such as the Beijing Lantern Festival, accelerate the building of the “Wanping Museum City”, promote urban renewal of the historic Changxindian Old Town, and upgrade the Garden Expo Park to shape a vibrant riverside “cultural living room”.

Fengtai will continue to enhance the demonstration effect of financial technology innovation in the Lize CBD, accelerate the construction of the International Financial City, Digital Financial Technology Demonstration Park, and Lize City Air Terminal, and build an emerging financial industry cluster. Fengtai will give full play to the leading role of Zhongguancun Fengtai Science Park in technological innovation in the capital, and build a new industrial powerhouse with concentrated distribution, cluster expansion, and intensive development. Fengtai will establish an ecological and technological cluster in the Hexi area, transform it into a technological green valley and new landscape city, and cultivate a new growth pole in the Hexi area. Fengtai will also build a super TOD demonstration area based on the important role of the Fengtai Station area as a "Beijing-Tianjin-Hebei on Rails" node. Fengtai will accelerate the improvement of the carrying capacity of the advantageous industries in the Wulidian functional cluster and promote the digital and intelligent transformation of the Xinfadi market.

In 2025, Fengtai District will enhance its capacity to support the capital's functions and assume a significant role in the construction of the "four centers."
